Illness certificates in UNIEMENS flows
INPS announced the postponement to 1 March 2026 of the obligation to enter data from medical illness certificates into the Uniemens monthly report, originally planned for January 2026. The aim is to develop a new system that allows the direct acquisition of data from e-medical certificates, eliminating manual input by labour consultants.
This obligation, introduced by the Budget Law 2025, aims to ensure traceability and integration between the recording of receipts and electronic payment data.

A significant reform is introduced in the management of sickness in UniEmens, focusing on the use of the Unique Certificate Protocol (PUC) to improve controls.
As of January 2026, consultants and companies will have to adapt their procedures to:
- new codifications for the correct management of sick days
- MAL01: Illness with telematic certificate (the standard case).
- MAL02: Illness without telematics certificate (only residual cases such as abroad).
- MAL03: Illness with certificate rectification or change of period.
From the accrual date of January 2026, these fields will have to be set in the Uniemens reporting flows:
- with the (univocal protocol of the telematic certificate) or, in residual cases of “paper certificate”, the sickness start date or “PROTOCOL” issued by the INPS territorial structure (if any);
- with the value “CM” (for PUC), “DT” (for Starting Date) or “PR” (for Protocol).
The daily calendar must be filled in for all sickness events, both those of seven days or more and those of shorter duration.
Industry Managers: payment of contribution to the Taliercio Fund
The renewal of the CCCNL for Industry Managers, signed by Confindustria and Federmanager on 13 November 2024, entrusted the Fondirigenti Giuseppe Taliercio Foundation with the task of developing and providing active policy services for executives
An annual contribution of EUR 100 per company for each executive in service is envisaged to finance the organisation.
The payment modalities have been awaited for a long time – today finally instructions have been given to the companies.
