Summary
How the digital platform works
As of 10/07/2025, the management of the Credit Licence (PaC, a mandatory qualification system for companies and self-employed workers introduced to improve workplace safety on temporary or mobile construction sites) is subject to the exclusive use of the new telematic platform made available by the National Labour Inspectorate (INL).
The system is designed to fully digitise the process of issuing, displaying and updating the licence.
The Operations Manual, available in the ‘Documents and Regulations’ section of the INL website, details access modes, active functionalities and application rules, including mandatory and supplementary requirements.
Access to the platform: modalities and credentials
To access the PaC platform, you need to authenticate yourself via the INL Services Portal at https://servizi.ispettorato.gov.it, using one of the following tools:
- SPID (personal or professional);
- CIE (Electronic Identity Card);
- CNS (National Services Card);
- eIDAS (for European users).
Digital identification is a prerequisite for enabling all system functionalities.
Main functionalities of the PaC system
- Certification of the owner or legal representative
- The new procedure provides for a telematic data cross-check with the INL system in order to certify the position of the legal representative or business owner. The self-declaration system has been abolished: attestation requires personal credentials and formal validation.
- Management of delegations
- The authorisation of third parties (professionals or persons in charge) for the management of the PaC must take place by means of a delegation given by already authenticated users. As of 10/07/2025, self-delegations are no longer valid and must be replaced with new formal authorisations.
- Requesting the Licence and Adding Additional Requirements
- They may submit the application:
- legal representatives of companies;
- owners of sole proprietorships;
- the self-employed;
- persons authorised by proxy.
- The procedure requires the selection of the profile (company or worker), the insertion of identification data, the indication of the type of activity and of the requirements provided for under Article 27, c. 1 of Legislative Decree 81/2008 (e.g. letters a, c, e for mobile or temporary construction sites). The application is sent through the portal by clicking on “Save” or “Next”; the issue is immediate.

- Additional Requirements Management
- These requirements allow you to increase your PaC score. The system allows the uploaded requirements to be viewed, modified or deleted, and the history to be accessed. Management is done via the ‘Manage additional requirements’ item.
- Displaying the Credit Licence
- The document, issued only in digital format, is accessible to holders and proxies via the portal. Updates take place within 24 hours of data entry. The consolidation of requirements and the status of the licence are displayed the next day.
